Leadership

Robert L. (Bob) Levy
Bob was the founder of the original farming venture. Bob has been in the irrigated farming industry for more than 40 years, resulting in one of the larger respected irrigated farms in the Columbia Basin. In addition to production farming, Bob was a half-owner and operator of American Onion Inc., America’s largest grower, packer, shipper and processor of onions. Bob currently has served as a commissioner on the Port of Portland, as a director of Cunningham Sheep Company, a board member of the Oregon Business Council, and chair of the Westland Irrigation District. Bob is a member of the Northwest Oregon Regional Solutions Team as well as the Columbia River Umatilla Solution Task Force. Bob has previously served on Oregon Governor Ted Kulongoski’s transition team, as a member and chairman of the Oregon Board of Agriculture, and as gubernatorial appointee by Gov John Kitzhaber on the Oregon Program Funding Team, Jobs and the Economy. Bob received both a bachelor’s and a master’s degree from Oregon State University. Bob resides in Hermiston, Oregon, with his wife Bobby.

Carrie Levy
Carrie is the founding President of Windy River Investments and co-founder of Avodah Capital Group, a private markets syndicating boutique firm. She has successfully managed board recruitment, stakeholder negotiations, and capital raises. Carrie was responsible for the transformation and expansion of the small family business into non-farm real estate investments across several verticals. She guided a process by which company profits outperformed the market since inception and yet remained at the continual service of family needs. She strategically guided the family generational transition by directing the company mission, vision, and values and collaborating with family members on the business philosophy. Carrie is a graduate of Oregon State University and has remained involved in the larger farming community of Northeastern Oregon through various service-oriented roles and philanthropic initiatives. Carrie has a specific interest in children with learning differences and their outcomes, including mental health. She is a former Board of Trustee for a school that addresses children with learning differences and remains on the finance committee. Carrie is a mom to 5 boys.

Bill Levy
Bill is the founder and CEO of Pacific AG, the nation’s largest agricultural residue harvesting, processing, and supply company. Bill comes from a fourth-generation farming family and started Pacific Ag while still in college. Today the company harvests ag residue from 1300+ farms across North America — selling that product into the bioenergy, environmental, agricultural, and animal feed markets globally. Over the past 25 years, Bill has pioneered Pacific AG’s novel business model and assembled a talented team of creative professionals. Today, Pacific Ag is both the largest ag residue company in the industry, and the only company with nationwide scale – uniquely positioning it to lead the growth and transformation of the sustainable/low carbon biofuels and bio-products industry. In addition to his work with Pacific AG, Bill has served on many company boards including River Point Farms, America’s largest grower, packer, and processor of onions. As a partner, Bill led the negotiations combining the two major companies that became River Point Farms. Bill earned an MS at Washington State University in agribusiness and a BS from Oregon State University in agricultural economics and serves on the OSU Leadership Academy Advisory Board. Bill resides in Kennewick, Washington, with his 5 children.

Robert D. Levy
Robert is an active and valued member of the Windy River Board and has served in this role since its inception. He is able to bring in his leadership in government to showcase his ability to analyze and strategize effectively within the realm of business. Robert is known for his skill in asking thought-provoking questions that have led to transformative changes within the board’s operations. Robert has been dedicated to serving with the Defense Department since 2006, contributing his expertise to national security. He earned his Masters degree from The American University in Washington D.C., a Masters of Arts in Christian Studies from Dallas Theological Seminary in 2021, and holds a Bachelors degree from Seattle Pacific University. Though previously stationed overseas in London, he now resides in the heart of Washington D.C. with his family. A loving husband and blessed father of two, Robert finds joy in playing with his children, watching them play sports, traveling with his family, and reading a good book.

Gabriel Hahn
Gabriel joined the Windy River team in 2018 as their inaugural Chief Financial Officer. He keeps the firm focused on their long-term goals via FP&A, investment analysis and cash-flow planning. His responsibilities include managing numerous real estate investments, compliance, and liaising with bankers, consultants and tax professionals. A business developer by trade, Gabriel has spent the last decade directing finances for family offices and family businesses. Throughout his career, Gabriel’s passion has been in encouraging human flourishing. Prior to his work in the family office space, Gabriel directed a small business unit for a national non-profit firm focused on personal growth and mission achievement. He achieved 10x growth in his first few years in this space through his commitment to values, purpose and people. Gabriel has served on numerous boards and finance councils for causes he supports. Gabriel, a life-long learner, received his BA in Mathematical Science from the Franciscan University of Steubenville, his MA in Theology from the Augustine Institute, is licensed as a CPA in multiple midwestern states and was previously Series 7 & 63 certified. He lives with his wife and nine vivacious children in Overland Park, KS.
